Are Mockey and Printful both free?

Both let you make a mockup without paying, which is not the same as both being free. Mockey has a free tier with paid upgrades above it, mainly for resolution. Printful's generator costs nothing because you are paying it to print and ship; stop fulfilling there and it stops being your tool at all.

Can I use Printful mockups if I do not print with Printful?

You can generate them, but it is a bad idea for live listings. The mockups show Printful's specific blanks, so selling a different supplier's garment against them misrepresents the product and invites returns.

Why do my listing images still need work after either one?

Because both hand back the bare product. Anything your listing carries on top of it, a title, sizing, a logo, is added afterwards in another tool. Custom Mockup Generator generates the set with that already placed, which is a different job from choosing between these two.
